BHA Leadership Academy
Starting in January 2024, the Department of Social and Health Services (DSHS) Behavioral Health Administration (BHA) will be inviting seven cohorts of leaders to participate in a series of leadership training sessions. The desired outcome is a skilled leadership team with a sense of "one agency" and that embraces shared behavioral norms, a commitment to growth, and greater accountability. This is an important step in a larger effort to further strengthen the leadership at BHA.

Overview of BHA Leadership Academy
Our six-month leadership development program facilitates a transformative journey for leaders, equipping them with the skills and insights necessary to navigate the complexities of today's dynamic landscape with confidence, connection, and effectiveness. Over the course of the program, participants engage in a comprehensive exploration of both the inner and outer dimensions of leadership excellence. Through a series of modules and workshops, we delve into key aspects such as self-awareness, team dynamics, psychological safety, intercultural competence, decision-making, and accountability. Each month, participants focus on a different facet of leadership, building upon foundational skills and knowledge. From understanding one's own mindset and biases to fostering inclusive team environments and making impactful decisions, every aspect of the program is aimed at empowering leaders to thrive in diverse and challenging situations.
Below is a glimpse of the six-month leadership development experience. Sessions for month one and six will be held in person and sessions for months two, three, four and five are all virtual. Virtual sessions are held on Zoom and each session is two hours in length.

Your Training Team
The Athena Group draws on an experienced team of practitioners whose collective work includes leadership development, employee engagement, systems change, training & coaching, thought partnership, DEI, strategic planning, multicultural communication, capacity building, and conflict engagement. Each practitioner is committed to and skilled in working with organizations and leaders to achieve desired outcomes. The bios below are for the core training team but other practitioners may be brought in to lead specific modules as needed.
Steve Byers

Steve (he/him) has worked with teams and leaders for more than 20 years. He has designed and facilitated conversations in culturally diverse communities and organizations on such topics as racism and fair policing, employment, and recreation for people with disabilities, access to health care in rural communities, and strengthening families to prevent child abuse and neglect. He also trains people to do this work, thus building capacity and equity in the community or organization. Steve works with teams and leaders to improve performance, strengthen working relationships, and increase individual well-being. He has engaged nonprofit and public sector organizations in leadership development activities based on cultivating a systemic perspective. All his work with teams includes effective conflict engagement practices.
Steve is a graduate of the Organization Systems Renewal program at Seattle University. He is an experienced “Art of Hosting” facilitator and trainer. He designs and teaches workshops and courses for organizations (Leadership Eastside in Bellevue and many other nonprofits) and academic institutions (St. Mary's College of California), specializing in systems thinking and adaptive leadership. He is a certified Immunity to Change facilitator. Steve is part of The Athena Group’s Equity Integration Team.
Paul Horton

Paul (he/him) is a leadership and strategy coach and organizational change professional with over 25+ years of experience working with the public, private, non-profit, and higher education sectors. He is keenly aware of the pressures that decision-makers are under to deliver in the face of rapid change, uncertainty, budget, and time constraints, and increasing demands from stakeholders. Paul sees his work as helping leaders navigate complexity and change, lead with clarity, and achieve internal alignment and coherence. He also works with groups to help them become more adaptive and resilient and build and sustain a culture of trust, mutual respect, and on-going learning.
Paul has conducted leadership trainings for multiple public and private sector clients, including Everett Paine Field, the King County Offices of the Ombuds and Public Defender, the Washington State Departments of Transportation and Early Learning (prior to its merger into DCYF), the Washington State Investment Board, and Sound Transit. Paul has also taught different courses in organizational leadership as an adjunct faculty at The Evergreen State College in Olympia.
Tevin Medley

Tevin (he/him) is driven by a passion for people. This passion was magnified while doing social research in Australia and Germany. He provides consulting on complex DEI concepts, supports strategic planning with an equity lens, leads organizational culture workshops and leads with an understanding that we are all on a continuous journey towards a better tomorrow.
In his interaction with large multinational and small local organizations, he feels a duty to ask tough questions that lead to a more equitable global community. Tevin holds a bachelor's degree in African American Studies from Arizona State University and a master’s degree in Policy and Applied Social Research from Macquarie University in New South Wales, Australia.
Currently, Tevin supports multiple organizations in Washington, California, and Oregon. He can navigate sensitive topics on organizational culture with grace and understands how to be an agile facilitator in group settings where emotions and passion are high. His lived experience, professional background, education, and ability to translate needs into appropriate action inspires the people he works with and permeates every project he undertakes. Some of Tevin’s past and current clients include the University of Washington, the University of Oregon, the University of California, the City of Lacey, the City of Olympia, King County, Washington State Parks, The Nisqually Tribe, The Port of Tacoma, and The Puget Sound Partnership.
Stacy Hirsch

Stacy (she/her) brings with her 25+ years of experience working in a range of environments within the private, public, and non-profit sectors. She is a trainer, facilitator, certified coach, and certified conflict mediator. Through human-inspired workplace programming and group and individual coaching, she supports individuals on a learning journey and in embracing the personal-professional growth that leads to authentic engagement, more inclusiveness, increased relational awareness, and an expanded capacity for resilience. Clients describe Stacy as “a deeply rooted person” with a “deep capacity for empathy and an ability to cut through foggy thinking with remarkable insight.”
In her role as an organizational wellness consultant, she advocates for trauma-responsive work environments and trauma-informed leaders who can support their teams in navigating complexity and uncertainty with empathy and compassion.
With the Athena Group, Stacy supports a network of leadership and DEI coaches and coordinates a wide range of training opportunities for individuals, organizations, and communities. Her recent consulting engagements include team culture work with the Oregon Health Authority, executive coaching with the Washington State Investment Board and Port of Seattle, leadership focus groups with the Washington State Department of Health, listening sessions on belonging with the Washington Lottery and harm repair with SafePlace, equity training with the Department of Agriculture and the Office of Independent Investigations.
